6.L.- Page 2of5 <br />ANALYSIS <br />The City has an adopted stop sign policy for local and residential roadways. The policy for all -way <br />stop sign installation on local streets requires the traffic on the major street to be between 1,000 <br />and 4,000 vehicles per day, and traffic on the minor street to be at least 900 vehicles per day. <br />A traffic count near the intersection indicates that at Fernside Street south of Roosevelt <br />intersection the Average Daily Traffic (ADT) is 1,004 vehicles and at north of Roosevelt <br />intersection the ADT is 1,225 vehicles. On Roosevelt Avenue east of Fernside, the ADT is 1,215 <br />vehicles. Therefore, both streets in proximity of the intersection carry similar traffic volumes. <br />Per California Manual on Uniform Traffic Control Devices (CA MUTCD) guidelines, Section 28.07, <br />all -way stop control is used where the volume of traffic on the intersecting roads is approximately <br />equal; the purpose is to improve traffic operations at these intersections. <br />Having all -way stop signs at the intersection would improve response times for emergency <br />vehicles because potentially conflicting vehicles on Roosevelt Avenue will be stopped requiring <br />less time to decide when it is safe to proceed through the intersection. <br />Based on the above findings, staff recommends that all -way stop signs be installed at the <br />intersection of Roosevelt Avenue and Fernside Street. This would improve traffic operation at <br />this intersection and would benefit emergency response time. <br />This project will be designed to be consistent with the City's adopted Policy and Guidelines for <br />Stop Signs on Residential Streets and the CAMUTCD. <br />FISCAL IMPACT <br />Funding for this work is included in the Fiscal Year 2019/20 budget for Public Works for paint and <br />sign maintenance (Traffic Safety Fund - Paint and Sign Maintenance). Minor maintenance costs <br />would be incurred in future years. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City has determined that the installation of all -way stop <br />signs at the intersection of Roosevelt Avenue and Fernside Street meets the California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15301, "Existing <br />Facilities," because the installation of stop signs is a minor alteration to existing facilities. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at <br />least 72 hours prior to the meeting <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />162 <br />
