6.R. - Page 2 of 47 <br />balconies, limit exterior stairways and windows facing immediately adjacent neighbors, and incentivize <br />one-story ADU construction. <br />On July 22, the City Council revised to ordinance by changing the allowable ADU square footage above a <br />detached garage from 280 square feet to 576 square feet, and granting the Zoning Administrator the <br />ability to allow roof height beyond the maximum height of 20 feet in order for the ADU to match the roof <br />pitch of the main single-family home. A document showing these revisions when compared to the draft <br />ordinance included with the July 22 Council agenda packet is also included with this report (Attachment <br />Q. If adopted, this ordinance will be effective 30 days from this action (September 25, 2019). <br />FISCAL IMPACT <br />No fiscal impact is expected with this project. <br />ENVIRONMENTAL REVIEW <br />The adoption of an ordinance to implement Government Code section 65852.2 (the Accessory Dwelling <br />Unit Law) is exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources <br />Code section 21080.17. The related amendments not specifically related to the State law are considered <br />exempt from CEQA as there is no possibility of a significant impact on the environment, per Section <br />15061(b)(3), because the proposed zoning amendments are minor changes that would not substantially <br />increase the intensity or the use of the structures. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />1.
