6.C. - Page 2 of 11 <br />• Updating insurance requirements, <br />• Revising the offsite plan review task order process, <br />• Requiring firms to conduct background checks consistent with City practices for <br />employees, and <br />• Clarifying language regarding compensation for services related to overtime work. <br />The amendments also included increasing the compensation cap for CSG, Shums Coda, TRB and WC3. At <br />the time of the June 10, 2019 staff report, Interwest and SAFEbuilt had yet to provide services to the City, <br />but these contracts were extended in order to maintain the pool of qualified firms available to the City for <br />needed services. Since the execution of the contracts on June 28, 2019 SAFEbuilt has commenced <br />providing services to the City. <br />ANALYSIS <br />After the amendments to the agreement were executed, SAFEbuilt and TRB had separately approached <br />staff after identifying errors in each of their fee tables for Off-site Combination Plan Review and sought to <br />correct the errors. Combination Plan Review is reviewing building plans for compliance with structural, <br />non-structural, green building, energy, plumbing, mechanical, electrical and fire codes. The majority of <br />review conducted by the City is Combination Plan Review. <br />Additionally, SAFEbuilt proposed a change to have consultant's fees to be based on a percentage of the <br />plan review fee that the City collects from applicants. City staff prefer this approach as well. Previously, <br />SAFEbuilt's cost model for structural plan review was based on hourly rates which made it difficult to <br />anticipate what the full cost of the plan review would be. With percentage based fees, the costs are known <br />up front. <br />FISCAL IMPACT <br />Consultant costs are entirely covered by applicant fees, and there is no additional impact to the General <br />Fund related to the agreement amendments. Applicants pay user fees for development related services, <br />such as plan review. The amount of the fees represent the estimated cost of providing plan review services <br />and covers staff time and consultant costs.
