6.D. - Page 1 of 9 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: August 26, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 1 to Professional Services Agreement with Fehr & Peers for the Citywide Transportation <br />Plan <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the Professional <br />Services Agreement with Fehr & Peers in the amount not to exceed $89,000 for additional services. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />On November 15, 2016, the City entered into a professional services agreement with Fehr & Peers to <br />develop a citywide transportation plan, which included a task to develop transportation impact analysis <br />guidelines. The City Council adopted the citywide transportation plan, RWCmoves, on July 23, 2018. The <br />draft transportation impact analysis guidelines were developed as a separate document and were not <br />included in the plan adopted by the City Council. <br />In late 2018, afterthe adoption of RWCmoves, the California Natural Resources Agency finalized an update <br />to the CEQA Guidelines and, following approval by the Office of Administrative Law, the updated <br />Guidelines went into effect on December 28, 2018. These new Guidelines revise how transportation <br />impacts are analyzed under CEQA, in compliance with Senate Bill (SB) 743. Per the updated CEQA <br />guidelines, level of service (LOS) may no longer be used to identify significant transportation impacts. The <br />recommended alternative to LOS is Vehicle Miles Travelled (VMT). All agencies are required to adopt new <br />transportation impact significance criteria by July 1, 2020.
