6.D. - Page 2 of 9
technical advisory from the Office of Planning and Research (OPR), staff desires Fehr & Peers to update
the draft transportation impact analysis guidelines to reflect these new requirements.
ANALYSIS
Fehr & Peers has successfully performed their work on the original scope for the citywide transportation
plan, including an evaluation of existing conditions, extensive community outreach, development of vision
and goals, and identification of implementing policies and programs. They have the technical skills to
perform the desired work and staff capacity to complete the work in a timely fashion.
Fehr & Peers and staff have negotiated a scope, schedule, and budget terms for these additional services,
which will include:
• Selecting a VMT metric
• Selecting a VMT methodology
• Adopting guidelines for VMT impact significance thresholds
• Identifying VMT mitigation options
• Evaluating test cases with the new guidelines
• Finalizing the City's transportation analysis guidelines
Included in their scope and budget is time to present the guidelines at a study session of the Planning
Commission or City Council.
Though this contract amendment provides for substantial technical work to support the transition to VMT,
staff will develop a communications plan to explain the reason for this change, and steps the City can take
to address local transportation impacts when conducting environmental impact assessments.
FISCAL IMPACT
Funding for this amendment is included in the previously approved capital budget.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because a contract amendment has no potential for resulting in either a direct
or reasonably foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
40
