6.D. - Page 2 of 9 <br />technical advisory from the Office of Planning and Research (OPR), staff desires Fehr & Peers to update <br />the draft transportation impact analysis guidelines to reflect these new requirements. <br />ANALYSIS <br />Fehr & Peers has successfully performed their work on the original scope for the citywide transportation <br />plan, including an evaluation of existing conditions, extensive community outreach, development of vision <br />and goals, and identification of implementing policies and programs. They have the technical skills to <br />perform the desired work and staff capacity to complete the work in a timely fashion. <br />Fehr & Peers and staff have negotiated a scope, schedule, and budget terms for these additional services, <br />which will include: <br />• Selecting a VMT metric <br />• Selecting a VMT methodology <br />• Adopting guidelines for VMT impact significance thresholds <br />• Identifying VMT mitigation options <br />• Evaluating test cases with the new guidelines <br />• Finalizing the City's transportation analysis guidelines <br />Included in their scope and budget is time to present the guidelines at a study session of the Planning <br />Commission or City Council. <br />Though this contract amendment provides for substantial technical work to support the transition to VMT, <br />staff will develop a communications plan to explain the reason for this change, and steps the City can take <br />to address local transportation impacts when conducting environmental impact assessments. <br />FISCAL IMPACT <br />Funding for this amendment is included in the previously approved capital budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because a contract amendment has no potential for resulting in either a direct <br />or reasonably foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />40 <br />
