This reservoir has major seismic deficiencies. The project will retrofit the tank foundation system so that the tank will be functional and reliable after a major earthquake on the San Andreas (7.8+ Magnitude) or Hayward (7+ Magnitude) faults. The project includes inserting flexible seismic couplings on inlet-outlet drain & overflow pipes to allow them to move without damage during an earthquake; constructing an external pile system around the tank to transfer about one-third of the seismic forces to adjacent new piles, and resurfacing tank perimeter road. The new external pile system includes installing seventy (70), 45 -feet long, 12L -diameter steel piles installed two to a pair at a 30 degree angle. Construction staging will occur along the paved perimeter of the tank and in the paved access road/parking areas. This project has been determined to be Categorically Excluded from the need to prepare either an Environmental Impact Statement or Environmental Assessment in accordance with FEMA Instruction 108-1-1 and DHS Instruction 023-01-001-01: Categorical Exclusion n7 has been applied. Particular attention should be given to the project conditions before and during project implementation.
