This reservoir has major seismic deficiencies. The project will retrofit <br />the tank foundation system so that the tank will be functional and reliable after a major earthquake on <br />the San Andreas (7.8+ Magnitude) or Hayward (7+ Magnitude) faults. The project includes inserting <br />flexible seismic couplings on inlet-outlet drain & overflow pipes to allow them to move without damage <br />during an earthquake; constructing an external pile system around the tank to transfer about one-third of <br />the seismic forces to adjacent new piles, and resurfacing tank perimeter road. The new external pile <br />system includes installing seventy (70), 45 -feet long, 12L -diameter steel piles installed two to a pair at a <br />30 degree angle. Construction staging will occur along the paved perimeter of the tank and in the paved <br />access road/parking areas. <br />This project has been determined to be Categorically Excluded from the need to prepare either an <br />Environmental Impact Statement or Environmental Assessment in accordance with FEMA Instruction <br />108-1-1 and DHS Instruction 023-01-001-01: Categorical Exclusion n7 has been applied. Particular <br />attention should be given to the project conditions before and during project implementation.
