BACKGROUND On November 13, 2017, the City Council approved the Professional Services Agreement with Environmental Sciences Associates (ESA) to conduct the analysis and documentation for the Harbor View Place Project Environmental Impact Report pursuant to the California Environmental Quality Act (CEQA). The total cost of the Agreement was $337,010.00. On August 27, 2018, the City Council approved Amendment No. 1 to the Professional Services Agreement with Environmental Sciences Associates (ESA) in the amount of $72,980.00. ANALYSIS As a result of City and public comment on the scope of the Environmental Impact Report, staff has directed ESA to conduct additional analysis. The proposed scope amendment addresses work to prepare the Response to Comments / Final EIR on behalf of the City of Redwood City for the Harbor View project, pursuant to the California Environmental Quality Act (CEQA).
