6.G. - Page 2 of 16 <br />The recommended contract for as -needed utilities and street surveys will provide, in a timely manner, <br />necessary information related to these prioritized projects during each projects' design phase. The surveys <br />will provide the City with topographic drawings that show the depths and alignments of existing <br />underground utilities. The surveys will also detail the locations of above ground structures. This <br />information will be utilized during the design stage to determine the depths and alignments of the <br />proposed utility mains and avoid conflicts with existing utilities during construction. <br />ANALYSIS <br />Staff issued a request for proposals (RFP) to qualified professional surveying firms. Proposals were <br />received from two firms: Belled & Associates and BKF Engineers, Surveyors, Planners. The proposals were <br />evaluated by staff based on the criteria below: <br />• Demonstrated success and range of experience in past projects. <br />• Qualifications and experience of the designated Project Manager. <br />• Qualifications of other key personnel assigned to the project team (other than the Project <br />Manager). <br />• Demonstrated expert knowledge of topographical curves, standards, requirements and <br />procedures. <br />• Completeness of proposal content. <br />• Approach, understanding, effective and innovative strategy (realistic solution proposed). <br />• Adequacy of personnel effort proposed. <br />• Ability to provide quality control and management. <br />Based on the evaluation, staff is recommending BKF Engineers, Surveyors, Planners to provide the on-call, <br />as -needed professional surveying services related to the City's Capital Improvement Program. BKF <br />Engineers, Surveyors, Planners will perform the scope of work for the amount of $350,000.00. <br />FISCAL IMPACT <br />Funds for the Proposed City's Capital Improvement Program Projects, where these expenditures will be <br />charged, were previously approved and appropriated in Fiscal Year 2018-19. These balances will roll <br />forward to become available with the 2019-20 budget: Sewer Fund Capital Projects — Collection System <br />Replacement Program, Water Fund Capital Projects - Distribution System Replacement Program, Water <br />Fund Capital Projects - Recycled Water System Development, Capital Outlay Fund - Storm Drain - Creeks & <br />Channels, and Capital Outlay Fund - Roadway Pavement Management Program with an available balance <br />of $4,099,514.06, $253,363.24, $549,074.31, $29,077.56, and $69,596.07, respectively, as of June 30, <br />2019.
