6.D. - Page 2 of 13 <br />factored into the calculation of the percentage of absences by a member over a twelve month consecutive <br />period (Attachment B). <br />Also on August 26, the City Council introduced an ordinance amending Redwood City Code Section 2.102 <br />(Vacancies; Removal of Members) in order to ensure continuity between the BCC attendance policy and <br />the Redwood City Code regarding the removal of BCC members for non-attendance reasons (Attachment <br />Q. <br />ANALYSIS <br />A key factor to the productive functioning of BCCs is consistent attendance of all members at all BCC <br />meetings. The BCC attendance policy adopted on June 24, 2019, and revised on August 26, 2019, lays the <br />foundation for applying uniform attendance provisions to all BCCs, while outlining steps for removal of <br />members who violate the policy. <br />The adopted attendance policy is designed to enforce uniform attendance requirements and set forth <br />uniform provisions for the administrative removal of members for attendance -related issues. However, <br />Redwood City Code Section 2.102 (Vacancies; Removal of Members) outlines a removal option for certain <br />BCC members by way of a five -sevenths (5/7) vote by the City Council. <br />In light of the removal -related language in the Redwood City Code, at its meeting on August 26, 2019, the <br />City Council introduced an ordinance amending Redwood City Code Section 2.102 (Vacancies; Removal of <br />Members) to ensure continuity between the BCC Attendance Policy and the Redwood City Code regarding <br />the removal of BCC members for attendance -related reasons. <br />FISCAL IMPACT <br />The costs related to administering Boards, Commissions and Committees is included in the City Clerk's <br />Office budget; no additional funding is required. <br />ENVIRONMENTAL REVIEW <br />The proposed action is not a "project" for purposes of CEQA, as that term is defined in CEQA Guidelines <br />Section 15378, because it has no potential for resulting in either a direct or foreseeable physical change <br />in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />103 <br />
