6.D. - Page 1 of 13 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: September 9, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Second reading and adoption of an ordinance amending Redwood City Code Section 2.102 (Vacancies; <br />Removal of Members) <br />RECOMMENDATION <br />Waive the second reading and adopt an Ordinance amending Redwood City Code Section 2.102 <br />(Vacancies; Removal of Members) of Article IX (Boards and Commissions) of Chapter 2 (Administration) <br />of the Redwood City Code. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />At the June 24, 2019 City Council meeting, by unanimous vote the Council adopted a policy outlining <br />attendance requirements for members of Boards, Commissions and Committees (BCCs). The purpose of <br />the BCC attendance policy is to encourage and ensure consistent attendance at all BCC meetings by BCC <br />members, and to establish guidelines to address non-attendance. <br />Subsequently, revisions were made to the policy and approved by the City Council at its meeting on August <br />26 (see August 26 staff report - Attachment A) which included clarifying that the policy applies to all <br />Boards, Commissions and Committees (BCCs), clarifying removal procedures for certain BCC members for <br />non-attendance reasons in order to align with the City Charter, clarifying that a member must be present <br />for at least fifty percent (50%) of a meeting to be counted as present, and clarifying that if a meeting is <br />cancelled for lack of business, Election Day, summer recess, or winter recess, that meeting will not be <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />102 <br />
