9.A. - Page 1 of 31 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: September 9, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Approval of residential permit parking ordinance amendments and updates to program policy and <br />procedures, and feedback on proposed administrative fee <br />RECOMMENDATION <br />1) Waive first reading and introduce ordinance amendments to City Code Chapter 20, Article VII, Division <br />11, pertaining to Residential Permit Parking; <br />2) Provide feedback on proposed changes to the Residential Permit Parking Policy and Procedures <br />document; and <br />3) Provide feedback on proposed resolution establishing a fee for the issuance of Residential Permit <br />Parking permits based on a fee study. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />On -street parking is part of the City's transportation system and effective on -street parking management <br />helps create parking availability, thereby making it easier to park, reducing congestion and illegal parking, <br />and increasing public safety and economic vitality. Redwood City uses a combination of parking meters, <br />Residential Parking Permits (RPP), time limits, and color curb regulations to manage on -street parking. <br />Redwood City's Residential Permit Parking (RPP) program, established in 1985, is codified in Chapter 20, <br />Article 7, Division 11 of the Municipal Code. RPP programs are typically established to discourage long- <br />term parking by people who do not live in the residential neighborhood.
