9.A. - Page 2 of 31 <br />The City currently has four RPP areas (Attachment A): <br />• Area A near the south end of Broadway in the Friendly Acres Neighborhood <br />• Area B near Downtown in the Stambaugh/Heller Neighborhood <br />• Area S which surrounds Sequoia High School, and <br />• Area C which surrounds Sequoia Hospital. <br />Current Residential Parking Permit Program <br />Key features of the RPP program, as outlined in Chapter 20, Article VII, Division 11 of the Municipal Code <br />include: <br />• On -street parking permits may be issued to property owners or residents of a property within an <br />RPP area <br />• Up to three annual permits may be issued to a single address, but only one permit is issued per <br />vehicle <br />• Up to 10 (24-hour), guest permits may be issued per address per year <br />• The City may charge a fee established by resolution for the permits, but to date no such resolution <br />has been adopted <br />• On -street parking time limits are set when an RPP area is established, typically 2 hours <br />• Parking restrictions are in place Monday — Friday, 7:OOAM — 6:OOPM. Vehicles with permits may <br />be parked on street for up to 72 hours. Vehicles without permits may be cited for violating the <br />time limit at the cost of approximately $40.00. <br />The City has established Residential Permit Parking program areas in four Redwood City neighborhoods. <br />Attached are maps of each of these areas. At this time there are no active requests for new areas, but <br />there are requests to expand two of the existing areas. Community Development staff are currently <br />reviewing these requests with neighborhood representatives. Later this year, at the request of nearby <br />neighbors, staff will explore eliminating or reducing the area around Sequoia Hospital as it no longer <br />serves the purpose for which it was installed. <br />The current RPP ordinance was adopted to provide a mechanism to obtain parking relief in neighborhoods <br />experiencing spillover parking from nearby commercial centers. While this need still exists today, staff <br />also recognizes an increased need for relief for on -street parking congestion from within the <br />neighborhood itself. This impact is not addressed by the current program because parking congestion <br />generated within the neighborhood occurs at different times and can manifest in different ways. Staff <br />recommends modifying the RPP program ordinance in response to feedback from residents, described <br />further below.
