Fees could reduce residents' <br />• Replacement of lost, stolen <br />willingness to support the <br />or mutilated permit - $25.00 <br />program <br />The Residential Permit Parking ordinance does not allow the recovery of enforcement costs through a <br />permit fee, but based on comments from both the Transportation Advisory Committee and the City <br />Council's Transportation/Mobility Sub -committee, staff evaluated whether it would be beneficial to <br />enforcement costs of the permit parking areas into the fees for the parking permits. <br />Two parking enforcement officers dedicating 50% of their time to the RPP program cost approximately <br />$270,000 annually at this time. To recover this enforcement cost through permit fees would add <br />approximately $355 to the fee of each permit on an annual basis. Staff does not recommend including <br />the cost of enforcement in the per -permit fee for permits issued through the Residential Permit Parking <br />Program. The cost of the permits would be prohibitive for many residents and hinder the programs <br />ability to provide parking relief to residents. <br />Instead, enforcement costs could be offset, in part or in full, by revenue generated from parking <br />citations. Staff will assess this further and may recommend future City Council action related to citation <br />fees. The purpose of the parking permit fee is to recover the costs of administration and issuance of <br />permits, not to cover the cost of enforcing the program. <br />At this time staff is asking the City Council to provide comments and guidance on the proposed fee <br />schedule for the parking permits. Any guidance that Council provides will be incorporated in a revised <br />resolution that staff will bring back to Council for approval at a future meeting.
