9.A. - Page 7 of 31
FISCAL IMPACT
Future costs could potentially be incurred if existing parking signs need to be altered to reflect any changes
to the parking regulations in each area. The expansion in the number of permit areas or hours of parking
restrictions could increase Police Department enforcement costs.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
The proposed changes are based on discussions with residents and with a half dozen Neighborhood
Associations over the last two years, both in existing permit parking areas and in neighborhoods that have
expressed interest in the permit parking program. The recommended changes were taken to the
Transportation Advisory Committee in May. Public Notification of this agenda item was achieved by
posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. In addition,
notice of the Council's consideration of this topic at this meeting was mailed to each resident within the
current permit parking areas and to their Neighborhood Associations. A notice was also posted on each
neighborhood's Nextdoor page.
ALTERNATIVES
The City Council can choose not to introduce the proposed Ordinance amendments and instruct staff to
continue to administer the Residential Permit Parking Program per the existing code. This could impact
staff's ability to administer the Permit Parking Program or to deliver other transportation or parking
related services due to budget constraints.
ATTACHMENTS
Attachment A: Maps A, B, C, and S of existing Residential Permit Parking Areas
Attachment B: Draft Residential Permit Parking Policy and Procedures document Redline
Attachment C: Ordinance Amending Chapter 20 -Article VII -Division 11 (RESIDENTIAL PERMIT
PARKING)
Attachment D: Draft Resolution establishing a fee for the issuance of residential parking permits
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
148
