As service needs and operations evolve over
time, City staff reviews the City's classification system and recommends organizational changes to support
of the City's Strategic Plan, and improve service delivery.
When considering compensation, the City takes into account factors such as the cost -of -living,
recruitment and retention goals, and compensation survey data from comparable Bay Area cities, as well
as the current financial condition of the City, and any anticipated fiscal challenges. Consideration is also
given to the internal alignment of salaries for existing superior, subordinate, and peer -level classifications
within the City.
