6.B. - Page 2 of 20 <br />ANALYSIS <br />In February 2019, the City Council established three top priorities: Housing, Transportation, and Children <br />and Youth. In recognition of the critical importance of meeting residents' unique needs for housing, the <br />City recently reorganized and moved the Housing Division from the Community Development and <br />Transportation Department to the City Manager's Office. The Division's goal is to foster a range of housing <br />options affordable to all income levels through policies, programs, partnerships, and projects. <br />The City is rising to the challenge of ensuring homes for all in our community and has created a Housing <br />Leadership Manager position to spur continued innovation and advancement of this priority. This newly <br />created position will lead the City's housing related initiatives, building on a strong track record of market <br />rate and affordable housing production, and will recommend creative policies and programs to support <br />residents' housing stability. <br />Working with staff throughout the City's organization, partners in the housing development community, <br />public and private entities, and Redwood City residents, the Housing Leadership Manager will be uniquely <br />positioned to initiate positive change. As a member of the City Manager's Office, reporting to the Deputy <br />City Manager, the Housing Leadership Manager will lead the City's current housing programs and policies; <br />help preserve existing affordable housing and protect housing options for low and middle income <br />residents; and serve as a catalyst to help develop new housing, especially low income and workforce <br />housing. The Housing Leadership Manager will also lead the development of communications materials <br />to advance the City's housing accomplishments and initiatives to a wide range of audiences. <br />Other key duties for the Housing Leadership Manager include: effectively engaging with other City <br />departments, the public and partner agencies on the City's housing initiatives; leveraging current trends <br />in affordable housing financing methods; working with nonprofit and private housing developers on <br />affordable housing projects; providing financial and legislative analysis on housing -related issues; and <br />providing staff support to the City's Housing and Human Concerns Committee. <br />This exempt classification will be included in the Redwood City Management Employees Association <br />(RCMEA). The proposed salary is aligned internally with the Community Development Manager - Planning <br />classification. The proposed salary is $11,536 to $15,574 monthly. <br />FISCAL IMPACT <br />The combined classification and salary changes noted above will result in an estimated total annual cost <br />increase of $57,000 for salary and salary -related benefits, which are included in the Fiscal Year 2019-20 <br />Adopted Budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />50 <br />
