Fire suppression staff (also referred to as engine <br />company staff) may only have a general understanding of fire codes.27 <br />Of the ten fire departments investigated by the Grand Jury, the following three use prevention <br />staff alone to complete mandated inspections:28 <br />• Colma Fire District, <br />• South San Francisco Fire Department, and <br />• Woodside Fire Protection District. <br />Though South San Francisco Fire Department now uses prevention staff, engine company staff <br />were used along with prevention staff in 2015, 2016, and 2017 to inspect apartments and <br />condominiums. <br />Of the seven remaining fire departments, the following four primarily use engine company staff <br />to conduct inspections, though prevention staff will inspect schools and some large structures <br />(which are more complex to inspect):29 <br />• Central County Fire Department, <br />• San Bruno Fire Department,30 <br />• San Mateo Consolidated Fire Department, and <br />• North County Fire Authority. <br />For example, Central County Fire Department engine company staff inspect all but two <br />apartment buildings. Prevention staff inspects the remaining two apartment buildings plus all <br />hotels, motels, and schools.31 <br />Finally, three of the fire departments— the Menlo Park Fire Protection District, Redwood City <br />Fire Department and Coastside Fire Protection District — staff their inspections in other ways. <br />Redwood City Fire Department uses fire prevention staff to conduct inspections of schools, <br />hotels, motels and high-rise occupancies.
