6.C. - Page 22 of 35 <br />engine company staff for inspections and assigns inspections based on the level of technical <br />expertise appropriate for each building. Assignments made to engine company staff will <br />generally be those that require less inspection expertise and prevention staff handle inspections <br />that require higher-level inspection expertise, or that require a greater amount of time to <br />complete. Prevention staff, rather than engine company staff, are also tasked with following up <br />on safety issues in buildings that had earlier been identified by engine company staff.33 <br />Coastside Fire Protection District's (CFPD) inspection staffing is not yet decided. In 2017, its <br />Unit Chief learned that there had been significant failures in the department in carrying out <br />mandated inspections. As a result, the CFPD hired consultants to complete all of the <br />department's mandated annual building inspections in 2017 and 2018.34 CFPD will continue to <br />use consultants and engine company personnel to conduct inspections. However, CFPD is <br />considering adding a full-time position in the Fire Marshal's Office to facilitate inspections (as <br />well as for other duties).35 <br />(d) Record keeping and data retrieval: <br />Until recently, all ten of the fire departments completed their inspection reports on paper, though <br />three of them would then enter data from the reports into an electronic database.36 Four <br />departments that continue to use paper filing system (as opposed to electronic) are: <br />• Coastside Fire Protection District, <br />• Colma Fire District, <br />• San Bruno Fire Department, and <br />• Woodside Fire Protection District.37 <br />Woodside Fire Prevention District, however, reported that the department would like to digitize <br />reports and eliminate paper files but because of its small size and the cost of a database system, it <br />is unlikely to purchase one.38 Colma Fire District with only thirty-six mandated inspections, is <br />also too small to purchase a database system.39 <br />throughout their jurisdiction on a multi-year cycle using engine and truck company personnel.
