6.F. - Page 1 of 14 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: September 23, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Governance Sub -Committee Recommendation to Endorse Measure H <br />RECOMMENDATION <br />From the City Manager <br />By motion, as recommended by the City Council's Governance Sub -Committee on September 16, 2019, <br />endorse Measure H, a parcel tax proposed by the Redwood City School District, which will be considered <br />by voters on November 5, 2019. <br />STRATEGIC INITIATIVE <br />Community Building and Communication <br />BACKGROUND <br />The Redwood City School District (District) School Board has placed Measure H on the ballot for the <br />November 5, 2019 election. Measure H would assess a $149 parcel tax on each parcel within the Redwood <br />City School District borders. The tax would be in place for a period of 12 years and could be renewed only <br />by voter approval. The Governance Sub -Committee met on September 16, 2019 and unanimously <br />recommended that the City Council endorse Measure H. <br />ANALYSIS <br />The proposed parcel tax is anticipated to raise approximately $3.4 million per year. The District has stated <br />the tax would be used to attract and retain highly -qualified teachers, support reading and writing skills, <br />maintain science, technology, engineering and math instruction, and reduce class sizes in kindergarten <br />and first grade.
