AGENDA ITEM F-5 <br />City Manager's Office <br />STAFF REPORT <br />City Council <br />Meeting Date: <br />9/24/2019 <br />or Staff Report Number: <br />19 -187 -CC <br />MENLO PARK <br />Consent Calendar: <br />Introduction of Ordinance No. 1057 adopting <br />updated building codes and local amendments to <br />the 2019 California Energy Code to require higher <br />levels of building electrification and solar <br />production for newly constructed buildings to <br />reduce greenhouse gas emissions effective January <br />1, 2020 <br />Executive Summary <br />Staff recommends that the City Council introduce Ordinance No. 1057 adopting updated building codes and <br />local amendments to the 2019 California Energy Code as written in Attachment A that would require higher <br />levels of building electrification and solar production for newly constructed buildings to reduce greenhouse <br />gas emissions effective January 1, 2020, as originally presented August 27, with the following City Council <br />directed amendments to Section 100: <br />1. Clothes dryers to use electricity for residential homes and low-rise multifamily buildings. <br />2. All new buildings to be electric -ready if allowed to use natural gas appliances through exceptions or <br />appeal. <br />3. Nonresidential kitchens (such as office cafeterias and for-profit restaurants) to be all -electric with the <br />right to appeal for gas cooking appliances. <br />The amendments above are determined to meet the cost effectiveness requirement. If the City Council <br />desires to make substantive amendments beyond those outlined above, it is unlikely that the codes will be <br />implemented by January 1, 2020. <br />For the purposes of application to the California Energy Commission (CEC,) the following report outlines the <br />background and analysis supporting this ordinance development and does not include any new information <br />for City Council consideration. <br />Policy Issues <br />Adoption of environmentally sustainable local amendments to the California Building Code (known as <br />Reach Codes) is in the City Council 2019 workplan. Adopting local energy codes that reduce fossil fuels, <br />such as natural gas used in buildings, aligns with the City's climate action plan to reduce greenhouse gas <br />emissions (GHG) and the climate and sustainability resolution (Resolution No. 6493) signed by the mayor <br />on Earth Day that specifies working toward zero carbon (greenhouse gas free) buildings.
