6.B. - Page 2 of 16 <br />• Construction of new on-site pipeline between the new water tank and new pump station on the <br />project site; <br />• Construction of a new 2,000 foot long transmission pipeline from the new tank to an existing <br />pipeline at Jefferson Avenue and Fallen Leaf Way, to serve as the pumping line from Lakeview <br />Water Station to the new tank; <br />• Replacement of the existing California Pump Station; and <br />• Installation of a new emergency power generator to service the new pump station. <br />On April 8, 2019, City Council awarded the Project construction to Anderson Pacific Engineering <br />Construction, Inc. Construction is expected to begin approximately in two months and be completed <br />within the next two years. <br />A Mitigation, Monitoring and Reporting Program (MMRP) was prepared for the project, in connection <br />with certification of a Final Environmental Impact Report, pursuant to the California Environmental <br />Quality Act (CEQA). The MMRP required a dust control plan for earth work of serpentine rock. Serpentine <br />soil was observed in all geotechnical soil boring samples collected from the project site, and an asbestos <br />dust mitigation plan (ADMP) was prepared, per the California Code of Regulations (CCR) Title 7, Section <br />93105, Asbestos Airborne Toxic Measures for Construction, Grading and quarrying and Surface Mining <br />Operations. The ADMP required an environmental consultant to oversee and monitor dust mitigation of <br />earth work. <br />SCA Environmental, Inc. has been qualified and selected to work on this project as part of the consultant <br />design team since the early stages of the project. They performed asbestos dust testing, and provided <br />specification review and recommendations during the design phase of the project. <br />ANALYSIS <br />SCA Environmental, Inc. will provide Environmental Services during construction such as air monitoring <br />and reporting, as required by the ADMP, for specific earth work tasks outlined below related to the <br />construction of the proposed structure and pipelines. <br />■ Mass Grading <br />■ Aggregate Pier Installation -Tank Foundation <br />■ Soil Nail Installation -Retaining Wall <br />■ Spread Footing Excavation <br />■ Trenching for Underground Utilities <br />In addition to the observation and testing of the above noted construction activities, the Consultant will <br />perform laboratory testing as necessary to document compliance with the Project Documents to confirm <br />the field observations; and provide consultation as needed for the project. <br />FISCAL IMPACT <br />Funds were previously appropriated in the Water Fund Capital Projects Fund - California Pump House and <br />Generator Project in the Fiscal Year 2018-2019 budget and a balance of $1,371,769 is available as of June <br />30, 2019. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />75 <br />
