practicable, and implementation thereof would deprive the City of the benefits of <br />the Project described in the Second Amendment. <br /> <br /> The no project alternative is hereby rejected as infeasible and undesirable <br />because it would deprive the City of the benefits of the Project and would leave <br />fallow lands heretofore proposed for in-fill development, pursuant to the City's <br />Zoning Regulations and General Plan. <br /> <br /> 5. This Council hereby finds and declares, consistent with the findings in <br />paragraphs 2 and 3, that certain environmental impacts therein described cannot <br />be mitigated or reduced to an acceptable level or avoided. Pursuant to the <br />provisions of Public Resources Code Section 21081, this Council hereby finds <br />that the following economic, social, technological, or other benefits of the Project <br />outweigh the aforesaid significant effects on the environment for which mitigation <br />measures or alternatives identified in the FEIR and the Addendum are infeasible: <br />(a) The Project will provide necessary economic development and <br />related employment opportunities in response to the increasing demand <br />for innovation and product development in the high technology fields. <br />Said economic benefits are local, regional, and international. <br /> <br /> (b) The Project is consistent with the City's General Plan and <br /> substitutes one use for another, which substituted use is a better and <br /> higher use of the Property.
