The Zoning Ordinance allows for the waiver of guest parking if <br />there is adequate on -street parking and is in close proximity to retail <br />shopping facilities and services. The project site includes frontage <br />on Center Street that would accommodate four cars, and is also <br />within 200 feet of EI Camino Real and 250 feet of the Woodside <br />Central Shopping Center. <br />g. The reservation of landscaping areas for the purposes of <br />separating or screening service and storage areas from the street <br />and adjoining building sites, breaking up large expanses of paved <br />areas, separating or screening parking lots from the street and <br />adjoining building sites, and separating building areas from paved <br />areas to provide access from buildings to open space areas. <br />The project is for residential townhome units and does not include <br />common service or storage areas. The parking is located on the <br />interior of the site and would not require expansive unpaved areas. <br />The driveway is optimized for site and emergency vehicle access. <br />Landscaping is located throughout the site. <br />h. In the case of any commercial or industrial structure, the review <br />authority shall consider its proximity to any R district and shall <br />consider the effect of the proposed structure upon the character <br />and value of the adjacent R district area. <br />This finding is not applicable for this residential project. <br />i. The provision of permeable areas and drainage design appropriate <br />to capture and treat stormwater runoff prior to its discharge from the <br />site including, but not limited to, the use of vegetated swales, <br />landscape features, permeable pavement materials, infiltration <br />basins or engineered designs. <br />Engineering staff has reviewed the proposed plans for conceptual <br />draining and found it to be acceptable. The project would be <br />required to comply with all applicable stormwater filtration and <br />runoff requirements of the Municipal Code. In addition, the project <br />provides adequate landscaping and permeable areas. <br />Section 7. Pursuant to Zoning Code Article 30 (Off -Street Parking and <br />Loading), Section 30.5, the Commission finds that the project site has adequate <br />on -street parking on the Center Street frontage and is in close proximity to retail <br />services, namely the Woodside Central Shopping Center and numerous retail <br />and services on EI Camino Real, therefore the requirement for two visitor parking <br />spaces can be waived. <br />Page 6 of 16 <br />ATTY/RESO.0091/PC RESO 31 CENTER STREET <br />REV: 09-12-19 PR <br />
