V. Pursuant to CEQA Guidelines Section 15074.1, the revised <br />mitigation measures are equivalent or more effective in mitigating or <br />avoiding potential significant effects and that it in itself will not cause any <br />potentially significant effect on the environment because the revised <br />mitigation measures provide additional clarity and specific direction on how <br />the mitigation measure would be accomplished. The revisions would allow <br />the Project's impacts to be mitigated, and does not change the findings or <br />conclusions of the MND. <br />b. Pursuant to CEQA Guidelines Section 15074, the documents and other <br />materials that constitute the record of proceedings upon which the Commission <br />based its decision are located in and may be obtained from the Office of the <br />City Clerk at City Hall, 1017 Middlefield Road, Redwood City, California. The <br />City Clerk is the custodian of record for all matters before the City. <br />Section 3.
