WHEREAS, at the August 20, 2019 public hearing, all interested parties were <br />given the opportunity to participate by providing oral testimony and/or submitting written <br />comments. <br />NOW THEREFORE, BE IT RESOLVED BY THE HISTORIC RESOURCES <br />ADVISORY COMMITTEE OF THE CITY OF REDWOOD CITY, AS FOLLOWS: <br />Section 1. The Planning Commission, having independently heard, considered, <br />and weighed all the evidence in the record, finds that the above recitals are accurate <br />and constitute findings in this matter and, together with the staff report and the <br />application materials, including without limitation the CEQA determination, development <br />plans, and all other documents, reports, studies, memoranda, maps, oral and written <br />testimony, and materials in the City's file for the applications and the Project, and all <br />adopted City planning documents relating to the Project and the property including the <br />City's General Plan, Zoning Ordinance, Municipal Code, Downtown Precise Plan, and <br />the Secretary of the Interior's Standards, other applicable City laws and regulations, and <br />all associated approved and certified environmental documents, have together served <br />as an adequate and appropriate evidentiary basis for the findings and actions set forth <br />in this Resolution. <br />Section 2. CEQA: The Planning Commission finds that the Project is exempt <br />from the California Environmental Qualtiy Act (CEQA), pursuant to CEQA Guidelines <br />Sections 15301 (Class 1 — Existing Facilities) and 15331 (Class 31 — Historical <br />Resource Restoration/Rehabilitation) because the Project involves: <br />a. Minor alterations to an existing structure with no increase in building floor <br />area; and <br />b. Limited rehabilitation of a building identified by the DTPP as a "Historic <br />Resource to be Preserved" in a manner consistent with the Secretary of <br />Interior's Standards for Rehabilitation and Guidelines for Rehabilitating <br />Historic Buildings (1995), Weeks and Grimmer, as explained in the staff <br />report. <br />Section 3. Downtown Planned Community Permit DPC2019-001 (Zon. Ord. <br />Section 47.4): The Planning Commission finds that: <br />A. The application implements the adopted Precise Plan. <br />The project implements the adopted precise plan as it meets the <br />standards and guidelines of the DTPP. The project does not require any <br />deviations from the DTPP.
