As appropriate to the site and status of construction, winterization <br />requirements shall include inspecting/maintaining/cleaning all soil erosion and <br />sedimentation controls prior to, during, and immediately after each storm event; stabilizing <br />disturbed soils through temporary or permanent seeding, mulching, matting, tarping or other <br />physical means; rocking unpaved vehicle access to limit dispersion of much onto public <br />right-of-way; and covering/tarping stored construction materials, fuels, and other chemicals. <br />Plans to include proposed measures to prevent erosion and polluted runoff from all site <br />conditions shall be submitted for approval by CDD prior to beginning construction. As site <br />conditions warrant, the City Engineer may direct the applicant to implement additional <br />winterization requirements. [COA][ENGINEERING] <br />55. Grading —Grading shall be performed in accordance with the City's Engineering Standards. <br />Soil or other construction materials shall not be stockpiled in the public right-of-way. Submit <br />cut/fill volumes (CY) for all soils to be imported to or exported from the site. <br />[SDR][ENGINEERING] <br />56. Monitoring - The Soils Engineer shall conduct continuous site inspections during trenching <br />and backfill operations at the applicant's expense. The Soils Engineer shall take <br />compaction tests and submit the results to Engineering & Construction. <br />[SDR][ENGINEERING] <br />57. Transportation Demand Management (TDM) — A final Transportation Demand <br />Management (TDM) plan, considering the commercial/office component of the project and <br />describing the elements to be implemented, shall be reviewed and approved by the City <br />prior to the issuance of a certificate of building occupancy. For TDM goals, a project in the <br />downtown, which is commercial/office the goal is a max of 60% drive alone trips. The TDM <br />plan shall include an annual reporting requirement for the life of the project that details the <br />project's mode splits, parking utilization rates and employee/resident use and awareness of <br />the TDM program elements. Annual reporting shall be summited to the City on December <br />1 of each year. The TDM plan will also require that all leasing agreements that the project <br />enters into shall include the commitment by the lessee to fulfill the obligations of the TDM <br />plan. [COA][ENGINEERING] <br />58. Valet Parking — The following requirements apply: <br />a. A Valet Parking Plan must be submitted prior to building permit issuance. It shall <br />identify how the valet operation will be conducted, the number of vehicles that can be <br />accommodated, and an estimated cost of the operation (including during public <br />parking periods). <br />i. If it is determined that the full 365 parking spaces are infeasible, the applicant shall <br />revise the building plans to accommodate the full number of parking spaces. If the <br />full number of required parking spaces is found to be infeasible, the applicant shall <br />be required to obtain additional discretionary approvals. Additional environmental <br />analysis may be required. <br />b. All valet parking attendants working on-site must park their private vehicles on the <br />project site and not utilize public street parking spaces.
