6.B. - Page 3 of 5 <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council could decide not to approve the Special Services Agreement with Liebert Cassidy <br />Whitmore. That action would result in the City being unable to pay member rate fees for training <br />participants who have already attended training workshops in the current training year that began on <br />September 3, 2019, and would result in the City paying $500 per person, per workshop, instead of paying <br />the annual membership fee. An average of 55 employees per year attend the LCW trainings. The cost to <br />the City on a per person basis would be approximately $27,500 compared to the membership fee of <br />$5,360.
