LCW has been providing this service to San Mateo County <br />member agencies since 1996. <br />City Council approval is necessary for this contract, as LCW also provides labor relations services to the <br />City, and the cumulative cost of the existing labor relations contract coupled with this modest training <br />cost exceeds the City Manager's signing authority. <br />ANALYSIS <br />LCW is a California-based law firm that was established in 1980. The law firm currently has over 80 <br />attorneys in five offices, which are geographically dispersed throughout the state of California. LCW is <br />highly regarded among municipalities statewide for providing expert training and consulting services on <br />workforce management and employee relations to public sector employees. <br />LCW offers unique professional training on a variety of topics in the subject area of employment relations. <br />One very cost-effective way that LCW delivers training to several member agencies in the region is through <br />their development and formation of Employment Relations Consortiums (ERC). An ERC allows a number <br />of local agencies (cities, counties and special districts), or school and community college districts in a <br />geographic area to join together for the purpose of securing quality employment relations training and <br />informational services on an economical basis. <br />Once an agency becomes a member of the local LCW ERC, they are able to pay an annual flat -rate <br />membership fee, and to participate fully in several standard services, which include workshops, monthly <br />newsletters, and as needed complimentary telephone consultation with professional attorneys. Redwood <br />City is located within the geographic area of LCW's San Mateo County ERC, which currently has twenty- <br />one member agencies. This agreement is needed for the City to continue as an LCW ERC member agency. <br />LCW provides approximately 11 training workshops and webinars annually that City staff may participate <br />in. Since the City is a member agency, the City is not billed a per person participant fee to attend training <br />workshops and webinars; however, if the City did not have a membership, it would cost the City $500 per <br />person, per workshop. Thus, it is financially beneficial for the City to be a training consortium member. <br />FISCAL IMPACT <br />The amount of $5,360 was included in the FY 2019-20 budget for LCW to provide the City with training <br />services through the San Mateo County Employee Relations Training Consortium.
