6.C. - Page 2 of 4 <br />ANALYSIS <br />On January 14, 2019, the City Council awarded the construction contract for the 2018 Hoover Field <br />Synthetic Turf Replacement Project to Fieldturf USA, Inc. of Montreal, Quebec, Canada in the amount of <br />$1,628,889.02. <br />Approximately 197,500 square feet of aging synthetic turf was replaced with a more durable 2" synthetic <br />turf with a sand and cork infill system. A brand new 1" thick PowerBase base pad was installed under the <br />synthetic turf field, improving the shock absorbance as well as the site drainage. The new system also <br />gives a longer life to the field, with an increased warranty period of 10 years instead of previous systems <br />that only had a warranty for 8 years. Additional improvements included: demolition of the old turf <br />field/infill, grading, site furnishings, and maintenance of the synthetic turf. The project location map is in <br />Attachment A. <br />Construction was completed in July 2019. Zero change orders were reconciled. The project has been <br />completed in accordance with the plans and specifications for a total cost of $1,628,889.02 which is the <br />original contract amount. <br />FISCAL IMPACT <br />Funds for this project were approved and appropriated through the City of Redwood City's adopted FY <br />2018-2019 Capital Improvement Projects and Parks Impact Fees Synthetic Play Fields Conversion fund. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. On January 14, 2019, the City Council <br />determined when it awarded the contract that the project was exempt under CEQA Guidelines Section <br />15301 (Existing Facilities) because the project would repair subsurface stabilization and drainage <br />problems with the replacement of existing synthetic turf with similar materials. The Project would not <br />expand the use of the playfields to be repaired.
