6.E. - Page 1 of 27 <br />/<;;ik <br />Redwood <br />CityI California <br />Founded tet <br />\:Zww <br />DATE: October 14, 2019 <br />SUBJECT <br />iTAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Agreement with LPA Design Studios (LPA) for professional urban planning services for Public Safety <br />Training Center Site Assessment <br />RECOMMENDATION <br />By motion, approve agreement with LPA Design Studios (LPA) for urban planning services and authorize <br />the City Manager to execute the agreement in the amount not to exceed $81,950. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />Staff are requesting approval to enter into a professional services agreement with LPA Design Studios <br />(LPA). Under the agreement, LPA would conduct a site assessment and feasibility study for a New Public <br />Safety Training Center serving the Fire Department and the Police Department. <br />Currently the two departments do not have a training facility in Redwood City. The Fire Department had <br />a training tower at its headquarters station when it was located at 1044 Middlefield Road (current Main <br />Library). When the Fire Department headquarters was relocated to its current location on Marshall Street <br />in 1987 the training tower was not included in the new building. Consequently there has not been a Fire <br />Department training facility since 1987. The Fire Department currently trains in parking lots of commercial <br />buildings which offer extremely limited training value and on occasion in acquired buildings that are <br />scheduled to be demolished. These acquired buildings are usually available for only a few days at most <br />and require a large amount of preparation time prior to being used.
