6.E. - Page 2 of 27
waive liability are becoming more restrictive often resulting in very limited training value. The Fire
Department does train with other Fire Departments in San Mateo County on a regular basis. Some of
these Fire Departments have training facilities but they require Redwood City units to leave the City
reducing coverage and travel to these other facilities. They are also usually only available on a limited
basis.
The Police Department also has limited access to training facilities. They have taken advantage of the
occasional availability of acquired buildings in a similar way as the Fire Department.
ANALYSIS
The concept of a joint Public Safety Training Center was created when the Fire Department was
researching training centers looking to the future. The ability to create realistic scenarios and controlled
training at a safe purpose-built training center is invaluable. A joint Public Safety Training Center would
allow each department to train in their respective disciplines. Additionally, many incidents involve both
departments working closely together. Beyond "routine" incidents (vehicle accidents, fires, medical aids,
etc.) the two departments work closely together when responding to natural disasters, terrorism
incidents, and active shooter/violent intruder situations. This current close cooperation would be greatly
enhanced with the ability to train together.
FISCAL IMPACT
The total cost is an amount not to exceed $81,950. This project is included in the adopted budget of the
Capital Improvement Program.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
167
