6.F. - Page 2 of 23 <br />• Area S which surrounds Sequoia High School, and <br />• Area C which surrounds Sequoia Hospital. <br />Current Residential Parking Permit Program <br />Key features of the RPP program, as outlined in Chapter 20, Article VII, Division 11 of the Municipal Code <br />include: <br />• On -street parking permits may be issued to property owners or residents of a property within <br />an RPP area <br />• Up to three annual permits may be issued to a single address, but only one permit is issued per <br />vehicle <br />• Up to 10 (24-hour), guest permits may be issued per address per year <br />• The City may charge a fee established by resolution for the permits, but to date no such <br />resolution has been adopted <br />• On -street parking time limits are set when an RPP area is established, typically 2 hours <br />• Parking restrictions are in place Monday— Friday, 7:OOAM — 6:OOPM. Vehicles with permits may <br />be parked on street for up to 72 hours. Vehicles without permits may be cited for violating the <br />time limit at the cost of approximately $40.00. <br />At this time, there are no active requests for new RPP areas, but there are requests to expand two existing <br />areas. Community Development & Transportation staff are currently reviewing these requests with <br />neighborhood representatives. Later this year, at the request of nearby neighbors, staff will explore <br />eliminating or reducing the area around Sequoia Hospital as it no longer serves the purpose for which it <br />was installed. <br />The current RPP ordinance was adopted to provide a mechanism to obtain parking relief in neighborhoods <br />experiencing spillover parking from nearby commercial centers. While this need still exists, staff also <br />recognizes the need for relief for on -street parking congestion from within the neighborhood itself. This <br />impact is not addressed by the current program because parking congestion generated within the <br />neighborhood occurs at different times and can manifest in different ways. Staff recommends modifying <br />the RPP program ordinance in response to feedback from residents, as described below. Staff also seeks <br />City Council approval of the RPP program policy and procedures document. <br />The proposed ordinance amendments and policy document allow the City Council to establish different <br />permit limits and parking restrictions for RPP areas by resolution and were presented to the City Council <br />at their meeting on September 9, 2019. At that meeting, the City Council voted to move the ordinance <br />amendment forward and schedule a second reading and adoption. The proposed ordinance amendments <br />do not increase citation costs or impose fees for permits. <br />ANALYSIS <br />Ordinance Amendments to Residential Permit Parking City Code Sections <br />There has been an increase in complaints about the difficulty of finding parking in residential <br />neighborhoods within Redwood City.
