The City Clerk is hereby authorized and directed to give notice of said <br /> � <br /> election and hearing by causing a copy of the notice of the election and hearing (in the <br /> form of Exhibit D) to be (i) mailed, postage prepaid, to the owners of any lot or parcel <br /> of property subject to a benefit assessment for the costs of maintenance and <br /> operation of the Improvements, (ii) published once in the official newspaper of the City <br /> and (iii) posted on or near the Council chamber door or any bulletin board in or <br /> adjacent to the City Hall.
