The City Council finds that the emergency actions taken to address and <br />mitigate the sewage spill, including repair of public infrastructure and <br />protection of surface water resources, are necessary actions to prevent <br />or mitigate an emergency and as such are exempt from CEQA under <br />Public Resources Code section 21080(b)(4). <br />4. The City Manager is hereby directed to report to the City Council at the next <br />regularly scheduled meeting and every Council meeting thereafter until <br />the emergency action is terminated. <br />5.
