10/11/2010 <br />Attachment 1.A <br />• Impact 4.8 -7: Due to the sloping topography of the hillside areas within <br />the western and southern portions of the plan area, development allowed <br />by the New General Plan could be located in an area of potential <br />inundation by seismic - related mudflow. Implementation of new policies <br />and programs in the New General Plan intended to reduce and avoid risks <br />associated with seismic - generated mudflows is expected to render this <br />potential impact less than significant. <br />4.10 Noise <br />• Impact 4.10 -1: Existing and future noise levels at the locations of <br />proposed residences and other noise sensitive developments allowable <br />under the New General Plan could exceed the City's noise thresholds of <br />acceptability. Adherence to New General Plan policies and programs <br />designed to mitigate noise impacts to noise - sensitive land uses and areas is <br />expected to reduce this potential impact to a less -than- significant level. <br />• Impact 4.10 -3: Estimated increased vehicular traffic and transportation <br />and infrastructure improvements allowed for by the New General Plan <br />could result in a permanent increase in ambient noise levels. However, <br />this increase is not expected to be significant, and adherence to New <br />General Plan policies and programs related to increased noise levels <br />and project- specific environmental review and noise analyses for future <br />development projects are expected to ensure that any such increase <br />remains less than significant. <br />• Impact 4.10 -4: Construction noise caused be development allowed under <br />the New General Plan would cause a temporary or periodic increase in <br />noise exposure above ambient levels. Several New General Plan policies <br />and programs are intended to minimize the potential impacts relating to <br />temporary construction noise, the implementation of which is expected to <br />ensure that this impact is less than significant. <br />4.11 Population and Housing <br />• Impact 4.11 -2: Adoption of the New General Plan would promote infill <br />development and mixed -use land uses which could indirectly lead to some <br />limited displacement of existing housing and people. However, adoption <br />of the New General Plan would not permit any site - specific development <br />projects without further environmental analysis, and so would not directly <br />result in any displacement of existing housing or people.
