10/11/2010 <br />Attachment 1.A <br />• Impact 4.17 -3: New development allowed by the New General Plan would <br />allow for an increase in population and employment, which could increase <br />vehicle trips and associated transportation energy use within the plan area. <br />However, the New General Plan contains various policies and programs <br />designed to reduce the number and length of vehicle trips that occur in the <br />City. Implementation of these policies and programs is expected to ensure <br />that this impact is less than significant. <br />III. Findings and Recommendations Regarding Significant Environmental Impacts <br />A detailed analysis of the potential environmental impacts and the proposed <br />mitigation measures for the New General Plan is set forth in Section 4.0 of the DEIR, as <br />incorporated into the FEIR. The DEIR evaluated the Project's potential environmental <br />impacts in 17 separate categories, and also evaluated the Project's potential cumulative <br />impacts. The City Council concurs with the conclusions in the DEIR, as incorporated <br />into the FEIR, that: (i) a majority of the Project's significant and potentially significant <br />impacts will be rendered less than significant by the mitigation measures described and <br />discussed below; and (ii) for those impacts that will not be rendered less than significant <br />by such mitigation measures, there are overriding considerations that make those impacts <br />acceptable to the City. <br />4.1 Aesthetics <br />Impact 4.1 -6: Development allowed by the New General Plan could <br />increase buildings heights in Downtown which could introduce new shadow effects. <br />a) Potential Impact. The impact identified above is described and discussed <br />on page 4.1 -43 of the DEIR. <br />b) Mitigation Measures. FEIR Mitigation Measure 4.1 -1 (pp. 4.1 -45 <br />to 4.1 -46 of the DEIR) is hereby adopted and will be implemented by incorporating the <br />policy described therein into the New General Plan to be adopted by the City. <br />C) Findings. Based on the FEIR and the entire record before the City, <br />the City Council finds that Mitigation Measure 4.1 -1 will reduce shadow impacts to <br />a less than significant level because each new project in the Downtown area would not <br />be approved unless consistent with the New General Plan shadow policies that require <br />evaluation of potential shadow impacts, set criteria for significant shadow impacts for the <br />Downtown area and provide for mitigation of those impacts. <br />Impact 4.1 -7: Development allowed by the New General Plan could <br />increase building heights along the major transportation corridors and Mixed -Use <br />Waterfront Neighborhood. The increased building heights could have the potential <br />to introduce new shadow effects that could substantially alter the existing visual <br />character of the areas. <br />a) Potential Impact.
