10/11/2010 <br />Attachment 1.A <br />construction or expansion of facilities in the future would be subject to <br />environmental review as required by CEQA. In addition, several policies <br />and programs in the New General Plan are designed to facilitate the repair, <br />maintenance, upgrading, and associated funding for, such facilities. For <br />all of these reasons, this impact is expected to be less than significant. <br />• Impact 4.15 -5: Development allowed by the New General Plan is <br />expected to generate an increased demand for wastewater treatment <br />services, however, the City is currently allocated sufficient wastewater <br />treatment capacity in the SBSA system to meet the anticipated increase in <br />demands, therefore this impact is expected to be less than significant. <br />• Impact 4.15 -6: Development allowed by the New General Plan could <br />result in increased solid waste generation over existing levels, however, <br />the anticipated increase is not expected to require additional landfill <br />capacity and pursuant to the New General Plan, the City would comply <br />with pertinent regulations regarding solid waste. As a result, this impact is <br />expected to be less than significant. <br />4.16 Greenhouse Gas Emissions <br />• Impact 4.16 -1: Although the amount and distribution of allowable <br />development under the New General Plan has the potential to increase <br />population and economic activity within the plan area, thereby potentially <br />resulting in an increased level of GHG emissions, a number of factors <br />within and external to the New General Plan indicate that development <br />allowable under the New General Plan would result in lower GHG <br />emissions per capita relative to existing conditions. As a result, this <br />impact is expected to be less than significant. <br />4.17 Energy <br />• Impact 4.17 -1: New growth and development within the plan area allowed <br />by the New General Plan could result in the use of substantial amounts of <br />electricity and natural gas. However, the New General Plan contains <br />many policies and programs designed to conserve and improve the <br />efficient use of electricity and natural gas, the implementation of which is <br />expected to ensure that new development does not result in wasteful fuel <br />or energy use. As a result, this impact is expected to be less than <br />significant. <br />• Impact 4.17 -2: New growth and development allowed by the New General <br />Plan would increase the demand on natural gas and electricity.
