10/11/2010 Attachment 1.A many of the Land Use and Urban Form policies are intended to reduce the number and length of vehicle trips that occur in the City and are expected to slow traffic and increase traffic congestion in some locations in the City, these Land Use and Urban Form policies are consistent with policies in the Circulation Chapter that are intended to promote non - vehicular travel and that emphasize pedestrian and bicycle travel. Therefore, any impact relating to a potential conflict between policies and programs in the New General Plan is expected to be less than significant. • Impact 4.14 -9: The potential impact relating to an increase in vehicle miles traveled (VMTs) as a result of adoption of the New General Plan is expected to be less than significant because, although overall VMTs are expected to increase as a result of adoption of the New General Plan, VMTs would decrease on a per - household basis due to implementation of various policies and programs in the New General Plan that promote and encourage the use of alternative modes of travel. 4.15 Utilities • Impact 4.15 -1: Although new development permitted under the New General Plan would increase the volume of wastewater generated in the City, such development would not result in an exceedance or violation of the Regional Water Quality Control Board's ( RWQCB) wastewater treatment requirements because the South Bayside System Authority's (SBSA) existing 10 -year Capital Improvement Program will assure that the SBSA has sufficient capacity to continue to meet or exceed RWQCB requirements. • Impact 4.15 -2: Although development allowed by the New General Plan may require the construction of new City water facilities or the expansion of existing facilities, the construction of which could cause significant environmental effects, this impact is expected to be less than significant because new policies and programs in the New General Plan call for the preparation of a Water Master Plan to be coordinated with the City's Water Capital Improvement Program. Pursuant to these programs, all new water supply and conveyance facilities will undergo environmental review as required by CEQA, to minimize any potential environmental impacts. As a result, adoption of the New General Plan would not result in any significant impacts from the construction of new facilities or the expansion of existing facilities. • Impact 4.15 -3: Development allowed by the New General Plan may require or result in the construction of new City wastewater collection facilities or expansion of existing facilities, the construction of which could cause significant environmental effects.
