10/11/2010 <br />Attachment 1.A <br />various existing and new policies and programs would be implemented <br />under the New General Plan to maintain and expand the City's park and <br />recreation facilities to maintain an adequate supply of parklands and to <br />prevent deterioration of park and recreational facilities and ensure that this <br />potential impact remains less than significant. <br />• Impact 4.13 -2: Adoption of the New General Plan and its associated land <br />use map would not provide any new parks and recreation areas within the <br />plan area, the construction of which could result in adverse environmental <br />impacts, and any such future facilities would be subject to environmental <br />review pursuant to CEQA requirements. As a result, this impact is <br />expected to remain less than significant. <br />4.14 Transportation <br />• Impact 4.14 -2: Elimination of the LOS standard for roadways within <br />the Downtown would result in potential increases in congestion in the <br />Downtown area that could result in LOS E or F operations. However, <br />such congestion would be the result of increased vehicle trips resulting <br />from new development, and not from elimination of the LOS standard for <br />assessing the significance of traffic impacts. In addition, the New General <br />Plan includes policies and programs which are expected to reduce vehicle <br />trip generation and enhance non - automobile travel, therefore, this impact <br />is considered less than significant. <br />• Impact 4.14 -4: Adoption of the New General Plan is not expected to result <br />in an increase in hazards due to roadway design features or incompatible <br />uses, because all new roadways will be designed and constructed to meet <br />established roadway safety standards, and because the New General Plan <br />contains numerous policies and programs intended to promote and ensure <br />safe vehicle and non - vehicular travel in the City. As a result, this impact <br />is expected to remain less than significant. <br />• Impact 4.14 -5: Adoption of the New General Plan is not expected to <br />result in potentially inadequate emergency access in the Downtown, <br />because the New General Plan is not expected to substantially degrade <br />traffic flow in the Downtown area, because all new roadways will be <br />designed and constructed to meet established roadway safety standards, <br />and because the New General Plan contains numerous policies and <br />programs intended to promote and ensure safe vehicle and non - vehicular <br />travel in the City and ensure adequate emergency vehicle access. As a <br />result, this impact is expected to remain less than significant. <br />• Impact 4.14 -6: The proposed policies and programs in the Land Use <br />and Urban Form Chapter of the New General Plan do not conflict with <br />the proposed policies and programs in the Circulation Chapter.
