Based on the FEIR and the entire record before the City, <br />the City Council finds that Mitigation Measure 4.1 -5 will reduce the number and severity <br />of potential adverse impacts from new sources of light and glare to a less than significant <br />level through the implementation of Title 24 Lighting Zone (LZ -3) requirements and by <br />promoting the use of low- mounted, downward- casting exterior lighting that reduces light <br />trespass onto adjacent properties, and by requiring new development to submit lighting <br />and photometric site plans for City review and approval prior to issuance of individual <br />building permits. <br />4.3 Air Quality Impacts <br />Impact 4.3 -1: The projected population growth allowed by the New General <br />Plan would be inconsistent with growth projections in the current regional Clean <br />Air Plan, in that the projected population allowed by the New General Plan would <br />increase at a greater rate than regional projections utilized within the Clean Air <br />Plan. <br />a) Potential Impact. The impact identified above is described and discussed <br />on pages 4.3 -25 to 4.3 -27 of the DEIR. <br />b) Findings. Based on the FEIR and the entire record before the City, the <br />City Council finds that: <br />(i) Mitigation Measures. There are no feasible mitigation <br />measures available to address this impact. Mitigation of this impact would <br />require a reduction in the level of population growth provided for in the New <br />General Plan, which would be inconsistent with the objectives of the New <br />General Plan. <br />(ii) Remaining Impacts. Because there are no feasible mitigation <br />measures available to mitigate the significant impact identified above, it is <br />considered significant and unavoidable. <br />(iii) Overriding Considerations. The environmental, social, <br />economic, and other benefits of the New General Plan override any remaining <br />significant adverse impacts of the New General Plan relating to inconsistency <br />with the current regional Clean Air Plan, as set forth in the Statement of <br />Overriding Considerations below. <br />Impact 4.3 -3: Although the Redwood City New General Plan provides <br />adequate buffers between new or existing sources of air pollutants (toxic air <br />contaminants or TACs) and new or existing residences or sensitive receptors, the <br />New General Plan does not address recent BAAQMD guidance on protecting people <br />from the risks of TACs.
