01/24/2011 <br /> Exhibit B <br /> Environmental Impact Report for City of Redwood City Downtown Precise Plan <br /> Findings and Statements required by the California Environmental Quality Act <br /> (Public Resources Code section 21000 et seq) <br /> I. Introduction <br /> On behalf of the City of Redwood City (the "City "), and pursuant to <br /> the California Environmental Quality Act ( "CEQA ") and Title 14, Chapter 3 of <br /> the California Code of Regulations (hereafter, the "CEQA Guidelines "), the City's <br /> Planning Division has prepared an Environmental Impact Report (the "EIR ") for <br /> the City's Downtown Precise Plan project. The City is the lead agency for the EIR. <br /> The project is the adoption and implementation of a new Downtown Precise Plan <br /> ( "DPP "). Article 52 of the City's Zoning Ordinance provides for the development, adoption <br /> and implementation of `precise plans' to govern land uses and establish development and <br /> design regulations applicable to specific areas in the City. Pursuant to Sections 52.4 and <br /> 52.5 of the City's Zoning Ordinance, the Planning Division prepared a draft precise plan <br /> for the City's downtown area. <br /> In August 2010, the City published a draft of the proposed Downtown Precise <br /> Plan ( "DPP ") and, as required by CEQA, also published the Draft Environmental Impact <br /> Report (the "Draft EIR ") for the proposed DPP. The Draft EIR identified and analyzed <br /> the potential environmental impacts that may result from the City's adoption and <br /> implementation of the proposed DPP. The publication of the draft DPP and Draft EIR <br /> initiated the public review and comment period mandated by CEQA. The public review <br /> and comment period closed on November 5, 2010. <br /> After the close of the public review and comment period, the City reviewed <br /> and prepared written responses to all comments on the Draft EIR submitted during and <br /> immediately after the public review period. In December 2010, the City published the <br /> Final Environmental Impact Report (the "Final EIR ") for the Redwood City Downtown <br /> Precise Plan. The Final EIR includes the City's written responses to the comments on the <br /> Draft EIR, and also includes revisions and corrections to the Draft EIR made since the <br /> August 2010 publication of the Draft EIR. <br /> On December 14, 2010, the City's Planning Commission conducted a hearing <br /> on the draft DPP, the Draft EIR, and the December 2010 Final EIR. At that hearing, the <br /> Planning Commission adopted resolutions recommending that the City Council of the City: <br /> (a) certify the Final EIR as in compliance with CEQA; (b) approve an amendment to the <br /> City's General Plan to ensure consistency between the General Plan and the proposed DPP; <br /> (c) re -zone the DPP area to zoning designation "P" as required by the City's Zoning <br /> Ordinance; and (d) approve and adopt the proposed DPP, subject to certain modifications <br /> preferred by the Planning Commission and described in the Draft EIR as Alternative 4 and <br /> Alternative 5.
