01/24/2011 <br /> Exhibit B <br /> consistent with the BAAQMD CEQA Air Quality Guidelines. <br /> 13 Climate Change <br /> Impact 13 -1. Flooding Impacts Related to Sea Level Rise. The DPP area <br /> could be subject to flooding due to sea level rise associated with global climate <br /> change. With increased flooding potential in the future, development in accordance <br /> with the DPP could place people, structures and other improvements at an <br /> increased risk of injury or loss from flooding. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 13 -22 to 13 -23 of the DEIR. <br /> b) Findings. Based on the FEIR and the entire record before the City, the <br /> City Council finds that: <br /> (1) Mitigation Measures. Mitigation Measure 13 -1 (page 13 -23 of <br /> the DEIR) could reduce the impact of flooding due to sea level rise by requiring <br /> that the City prepare strategies to respond to the impact of flooding, landslides <br /> and soil erosion in the DPP area, as well as on the City's levee system. However, <br /> given the unprecedented nature of and considerable uncertainty regarding this <br /> emerging issue, it cannot be reasonably concluded that mitigation measure 13 -1 <br /> would reduce this potential impact to a less - than- significant level. Therefore, the <br /> impact of the DPP related to flooding caused by sea level rise would remain <br /> significant and unavoidable. <br /> (ii) Remaining Impacts. Because there are no feasible mitigation <br /> measures available to mitigate the significant impact identified above, this impact <br /> is considered significant and unavoidable. <br /> (iii) Overriding Considerations. The environmental, social, <br /> economic and other benefits of the DPP override the significant adverse impacts <br /> of the DPP relating to flooding due to sea level rise as set forth in the Statement of <br /> Overriding Considerations below. <br /> 15 Biological Resources <br /> Impact 15 -1: Impacts on Special- Status Species and Sensitive Natural <br /> Communities. Future DPP - facilitated development adjacent to Redwood Creek may <br /> result in the loss of special- status northern coastal salt marsh community and <br /> special- status species. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on page 15 -13 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 15 -1 (p. 15 -14 of the <br /> DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br /> U:\Resolutions\2011\Reso 15086 Exhibit B.doc 44 <br /> 012011 Reso. # 15086 <br /> Muff #601 <br />
