originally scheduled to end on September 26, 2011, was extended to October 26, 2011,
<br /> for a 75-day review period; and
<br /> WHEREAS, on September 8, 2011, at a regularly scheduled Historic Resources
<br /> Advisory Committee (HRAC) meeting, the HRAC provided input on the Cultural
<br /> Resources Chapter of the Draft EIR. The Final EIR includes responses to HRAC input
<br /> on the Draft EIR's Cultural Resources Chapter; and
<br /> WHEREAS, on September 20, 2011, the Planning Commission held a duly
<br /> noticed public hearing to take in public testimony on the Draft EIR; and
<br /> WHEREAS, on December 13, 2011, the Planning Commission held a duly
<br /> noticed public hearing on the proposed Project; adopted Resolution No. 11-07,
<br /> certifying the Final EIR; adopting CEQA Findings of Fact, adopting a Mitigation
<br /> Mortitoring and Reporting Plan, and adopting a Statement of Overriding Considerations;
<br /> adopted Resolution No. 11-08, conditionally approving Planned Development Permit
<br /> PD2010-01 and reduction of Guest Parking Spaces, based on the findings set forth in
<br /> the Resolution and subject to the Conditions of Approval listed therein; and adopted
<br /> Resolution No. 11-09, conditionally approving Vesting Tentative Map TM2010-04 based
<br /> on the findings set forth in the Resolution and subject to the Conditions of Approval
<br /> listed therein; and
<br /> WHEREAS, on December 19, 2011, an appeal of the Planning Commission
<br /> actions was filed by the law firm of Adams, Broadwell, Joseph and Cardozo on behalf of
<br /> the Redwood City Citizens for Responsible Development ("First AppellanY'); and
<br /> WHEREAS, on December 20, 2011, a second appeal of the Planning
<br /> Commission actions was filed by Diana Reddy on behalf of the Redwood City Local
<br /> Housing Committee ("Second AppellanY'); and
<br /> WHEREAS, on February 8, 2012, Developer offered to provide five (5) Project
<br /> units, comprised of four (4) one-bedroom units and one (1) two-bedroom unit, as below-
<br /> market-rate housing units affordable to persons of inedian income; and
<br /> WHEREAS, on February 13, 2012, the Council held a public hearing, duly
<br /> noticed in accordance with legal requirements, on the appeals; and
<br /> WHEREAS, the First Appellant, Second Appellant and all other interested parties
<br /> were given the opportunity to participate in the public hearing through oral testimony
<br /> and the submittal of written comments; and
<br /> WHEREAS, on February 13, 2012, the City Council fully reviewed, considered,
<br /> and evaluated the ProjecYs Final EIR, staff reports prepared for the Project including the
<br /> attachments to the staff reports, oral and written public testimony, and all other
<br /> documents and evidence in the public record on the Project and the appeals.
