04/23/2012 <br /> Determination determining that the proposed CDBG Program and approval of the <br /> Consolidated Plan, as set forth in the Application, is exempt from the requirements of <br /> NEPA and CEQA as a ministerial project and does not have a significant effect on the <br /> environment, and a notice of such determination has been filed with the County Clerk of <br /> San Mateo County; and <br /> WHEREAS, an Executive Summary and a 30-day Request for Citizen Comments <br /> on the draft plan have been published for citizen comment prior to forwarding the <br /> documents to Council for approval; and <br /> WHEREAS, on March 7, 2012, the Housing and Human Concerns Committee <br /> completed funding recommendations for CDBG and HOME and approved the Action <br /> Plan; and <br /> WHEREAS, on March 20, 2012, the Planning Commission reviewed the capital <br /> projects included in the Action Plan and determined that the activities conform to the <br /> City's General Plan; and <br /> WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br /> has followed its Citizen Participation Plan as part of the process for determining how the <br /> grant funds herein referenced will be used, and <br /> WHEREAS, on April 23, 2012, the Council then held a public hearing as to all <br /> matters included in the staff report of the same date; and <br /> WHEREAS, this Council desires to approve the Action Plan, the Application for a <br /> Community Development Block Grant and HOME Investment Partnership Grant, and to <br /> authorize the execution of all documents pertaining thereto, including all understandings <br /> and assurances connected therewith. <br /> ATTY/RES0.2227/ANNUAL ACTION PLAN CDBG RESO. # 15186 <br /> REV:04-16-12 VR MUFF # 304 <br /> Page 2 of 3 <br />
