Development
of lands subject to liquefaction represents the potential to expose people or structures
to potential substantial adverse effects, including the risk of loss, injury, or death.
Mitigation: MM GEO—2: Development of the proposed project in compliance with a final site-
specific, design-level geotechnical report will ensure that construction of the
proposed project would not expose people or structures to potential substantial
adverse effects from seismic-related ground failure, including liquefaction.
Prior to issuance of a grading or building permit, the project applicant shall submit to
the City for review and approval a final site-specific, design-level geotechnical
report,to be prepared by a licensed professional. The geotechnical report shall
include recommendations for grading, avoidance of settlement, the effects of
expansive soils, and differential settlement of infrastructure and buildings. The report
shall also identify the specific design parameters for foundations systems to ensure
that such systems will not be affected by liquefaction that could occur on the site.
Building plans submitted to the City shall incorporate the foundation design
parameters identified in the evaluation.
Finding: Implementation of MM GEO—2 would reduce impacts from liquefaction to a less
than significant level.
Facts in Support of Finding: Implementation of MM GEO—2 would reduce the project's impacts
from liquefaction by preparing the site soils and designing the project to negate the
impacts of liquefaction, as described in Section 2.3—Geology, Soils, and Seismicity
of the Draft EIR on pages 64-75, which is hereby incorporated by reference.
Impact: Impact GEO—3: Structures set back less than 30 feet from creek toe of bank are at
risk from sudden bank failure. A small portion of the home proposed on Lot 3 would
encroach within 30 feet of the toe of bank. As proposed, structures on proposed Lots
l, 2, and 4 would be sited a minimum of 30 feet from the toe of the creek bank.
Mitigation: MM GEO—3: The structure on Lot 3 is sited less than 30 feet from the toe of the
Cordilleras Creek embankment, therefore the foundation shall be supported on a
lo
RESO.#15217
MUFF#613
