09/10/2012 <br /> drilled pier and grade beam foundation systems, designed as recommended in the <br /> BAGG Geotechnical Report. The project proposes to construct homes on Lots 1-4 on <br /> pier and grade beam foundations, even when further than 30 feet from toe of bank,to <br /> ensure that construction of the proposed project would not expose people or <br /> structures to potential substantial adverse effects, including the risk of loss, injury, or <br /> death involving landslides or ground failures. <br /> Finding: Implementation of MM GEO—3 would reduce impacts from sudden bank failure to <br /> the project to a less than significant level. <br /> Facts in Support of Finding: Implementation of MM GEO—3 would reduce impacts to the project <br /> from sudden bank failure by supporting the homes on a foundation system capable of <br /> withstanding landslides or ground failures, as described in Section 2.3 —Geology, <br /> Soils, and Seismicity of the Draft EIR on pages 64-75, which is hereby incorporated <br /> by reference. <br /> Impact: Impact GEO—4: Creek bank erosion has occurred at the rear of proposed Lot 3, <br /> and is expected to continue in the future,thereby causing loss of usable rear yard area <br /> and damage to the typical backyard improvements that could be placed within the <br /> "no-build"easement area. <br /> Mitigation: MM GEO—4: To prevent ongoing erosion from affecting Lot 3,the project <br /> developer proposes to install bank erosion protection measures consisting of <br /> minimally invasive construction techniques as recommended by the Regional Water <br /> Quality Control Board in"A Primer on Stream and River Protection for the Regulator <br /> and Program Manager" (Technical Reference Circular W.D. 02-#1). These protection <br /> measures shall be installed by the developer prior to sale of Lot 3.Prior to <br /> installation,the developer shall enter into a Streambed Alteration Agreement with the <br /> CA Department of Fish and Game (if determined necessary by CA DFG). The <br /> developer shall implement one of the following measures identified in the Technical <br /> Reference to help stabilize creek banks: <br /> 1. "The most effective and risk free channel improvement is to re- <br /> vegetate stream banks with willows, cottonwoods, dogwood and <br /> ninebark." <br /> 2. Brush Layering-plant material cut from willow, cottonwoods or <br /> other riparian species is layered perpendicular to the stream bank <br /> slopes. These layers of vegetation grow quickly, sending a mass of <br /> root growth into the banks and slowing the velocities of erosive <br /> stream flows on the banks. <br /> 3. Brush Matting-cut ends of willows are pushed into the ground where <br /> they then root. The stems are wired down onto the stream bank with <br /> wood stakes cut from lumber and wire.
