09/10/2012
e. Equip all internal combustion engine driven equipment with intake and
exhaust mufflers that are in good condition and appropriate for the
equipment.
£ Locate stationary noise generating equipment as far as possible from noise
sensitive receptors.
g. Designate a noise disturbance coordinator who would be responsible for
responding to any local complaints about construction noise. The disturbance
coordinator would determine the cause of the noise complaints (e.g., starting
too early, bad muffler, etc.)and institute reasonable measures warranted to
correct the problem. Conspicuously post a telephone number for the
disturbance coordinator at the construction site.
Finding: Implementation of MM NOI— 1 would reduce construction-related noise impacts to a
less than significant level.
Facts in Support of Finding: Implementation of MM NOI— 1 would reduce the project's
construction-related noise by limiting the hours of construction, locating noise-
generating equipment away from sensitive receptors, requiring equipment that is
quiet and equipped with mufflers, prohibiting unnecessary idling, routing
construction traffic on designated truck routes, and providing contact information for
a disturbance coordinator to address construction noise complaints,as described in
Appendix C of the Draft EIR, (Finger Avenue Nine-Lot Planned Development Initial
Study/Mitigated Negative Declaration, November 2008, pages 54-56), which is
hereby incorporated by reference.
Visual and Aesthetics
Impact: Impact VIZ—3: The project will install exterior building lighting that could cause
spill light on adjacent properties, creating a new source of substantial light or glare
that could adversely affect day or nighttime views in the area.
Mitigation: MM VIZ—3: All exterior lighting shall be below the tree line and shielded to
prevent spill of direct light rays beyond the project site boundaries. The applicant
shall include lighting details on the building plans for review and approval by the
Planning Department prior to issuance of grading or building permits.
Finding: Implementation of MM VIZ—3 would reduce light or glare impacts to adjacent
properties to a less than significant level.
15
RESO.#15217
MUFF#613
