09/09/2013 <br /> 2. The City of Redwood City is the lead agency under CEQA for preparing <br /> the Final EIR, and the City Council is the final decision-making body, as defined in <br /> Section 15356 of the CEQA Guidelines, with regard to approval of the Project. <br /> 3. The City Council finds that the Final EIR for the Project was presented to <br /> the City Council, that the Final EIR was prepared, published, circulated, reviewed and <br /> completed in full compliance with State law and CEQA Guidelines, that there was <br /> adequate public review of the DEIR, that it has considered all comments on the DEIR <br /> and responses to comments, that the Final EIR adequately discusses all significant <br /> environmental issues, and that the Final EIR reflects the independent judgment and <br /> analysis of the City Council. The City Council further certifies that it has reviewed and <br /> considered the information in the Final EIR. <br /> 4. The City Council finds that the information added in the Final EIR does not <br /> constitute significant new information requiring recirculation of the DEIR, but rather that <br /> additional information clarifies or amplifies an adequate EIR. <br /> 5. The City Council finds that certain comments on the DEIR could be <br /> characterized as requests for additional mitigation measures. With respect to suggested <br /> mitigation measures that were not added to the Final EIR, the City Council adopts and <br /> incorporates by reference the reasons set forth in the responses to comments contained <br /> in the Final EIR as its grounds for rejecting adoption of these mitigation measures. <br /> 6. The City Council certifies the Final EIR for the Project. <br /> 7. The City Council has determined that the three separate resources related <br /> to the Ampex campus: the Ampex sign, Warnecke plaza and fountain and 425 <br /> Broadway building, are not historically significant to Redwood City and, therefore, the <br /> removal of these resources would not constitute a significant unavoidable impact. <br /> 8. Pursuant to CEQA section 21081.6 and CEQA Guidelines section 15091, <br /> and in support of its approval of the Project, the City Council has reviewed and <br /> considered the CEQA Findings of Fact for the Project, attached hereto as Exhibit A and <br /> incorporated herein by reference, finds that such Findings of Fact are supported by <br /> substantial evidence in the record, and adopts the CEQA Findings of Fact. <br /> 9. Pursuant to CEQA Guidelines section 15126.6, the City Council has <br /> reviewed and considered the Findings Regarding Alternatives, attached hereto as <br /> Exhibit B and incorporated herein by reference, and adopts the attached findings that <br /> describe how only the Project would satisfy the Project Objectives and that none of the <br /> alternatives has environmental advantages over the Project when balancing the Project <br /> Objectives. <br /> 10. Pursuant to CEQA Guidelines section 15093, the City Council has <br /> reviewed and considered the Statement of Overriding Considerations (SOC), attached <br /> hereto as Exhibit C and incorporated herein by reference, and adopts the attached SOC <br /> that describes how the merits of the project outweigh the significant unavoidable <br /> ATTY/RES0.2901/STANFORD EIR CERTIFICATION RESO.#15294 <br /> REV:09-10-13 VR MUFF#100 <br /> Page 6 of 55 <br />
