11/18/2013 <br /> ORIGINAL <br /> RESOLUTION NO. 15305 <br /> RESOLUTION DENYING THE APPEAL BY 605 MIDDLEFIELD ROAD <br /> LLC, AND MODIFYING THE SEPTEMBER 3, 2013 PLANNING <br /> COMMISSION ACTIONS, TO APPROVE THE TENTATIVE MAP, <br /> CONDOMINIUM PERMIT, PLANNED DEVELOPMENT PERMIT AND <br /> PLANNED COMMUNITY PERMIT, THE 525 MIDDLEFIELD ROAD <br /> PROJECT AS REVISED ON NOVEMBER 8, 2013, ALL PURSUANT TO <br /> THE CITY OF REDWOOD CITY'S DOWNTOWN PRECISE PLAN AND <br /> SUBDIVISION ORDINANCE <br /> WHEREAS, in November 2012, Downtown RWC Res, LLC (Applicant) applied <br /> for approval of a Tentative Map, Condominium Permit, Planned Development Permit <br /> and a Planned Community Permit for a new development consisting of up to 471 <br /> multifamily residences and commercial uses located at 525 Middlefield Road (the <br /> Project) which is within the Downtown Precise Plan area; and <br /> WHEREAS, on July 16, 2013 the Architectural Advisory Committee (AAC) held <br /> meetings to consider the Project, including five (5) variations from the guidelines of <br /> the Downtown Precise Plan (DTPP), and unanimously found that the variations are <br /> consistent with the general intent of the DTPP and unanimously recommended <br /> approval of said variations with minor revisions as completed by the Applicant; and <br /> WHEREAS, Staff later identified a sixth variation from the DTPP guidelines, <br /> determined that the AAC had effectively considered such variation in its review of the <br /> overall Project, and included it for the City Council's review and consideration; and <br /> WHEREAS, on August 14, 2013 the Historical Resources Advisory Committee <br /> (HRAC) held a meeting to consider the potential impacts of the project on the adjacent <br /> historical resource located at 605 Middlefield Road that could result in "substantial <br /> adverse changes". The HRAC unanimously found that the proposed project will not <br /> have an adverse impact on the historic resource located at 605 Middlefield Road; and <br /> WHEREAS, the Planning Commission of the City of Redwood City <br /> ("Commission") is empowered by the Subdivision Ordinance of the Redwood City <br /> Municipal Code to act upon applications for Tentative Map and Condominium Permit <br /> applications, by the City Zoning Ordinance to act upon I'lanned Development <br /> Permits, and by the Downtown Precise Plan to act upon applications for Planned <br /> ATTY/RES0.2925/APPEAL OF 525 MIDDLEFIELD RESO. #15305 <br /> REV:11-13-13 VR MUFF#603 <br /> Page 1 of 12 <br />
