No improvement work shall be commenced until plans and specifications have been <br />approved by the appropriate City official whose approval is required for the <br />improvement work and a permit has been issued, if required. Improvements shall be <br />installed in accordance with the approved plans and specifications, to permanent <br />line and grade, to the satisfaction of the City Engineer who shall have such work <br />inspected. All work shall be subject to such inspections as the City Engineer deems <br />necessary. All improvements shall comply with the current design standards and the <br />standard specifications of the City in effect at the time of approval of the <br />improvement plans unless exceptions have been granted. The burden of proof shall <br />lie with the applicant to show, to the satisfaction of the City Engineer, that alternate <br />designs, materials and specifications are equal to such standards or specifications. <br />All grading and/or major vegetation removal in connection with the subdivision shall <br />conform to the provisions of RCMC Section 30.90. Prior to approval of the <br />improvement plans, the applicant shall provide copies to the City Engineer of “will- <br />serve” letters from all utility companies that will provide utilities to the project. <br /> <br />36. An Address Plan shall be submitted for review and approval by the Chief Building <br />Official or designee prior to the issuance of building permits. If a name for the private <br />roadway is proposed, it will be subject to review and approval by the City Council in <br />conjunction with action on the Final Map. Plans submitted for building permits for <br />each house shall include the location of the property address posted on site. <br />Numbers shall be illuminated, no less than four inches in height, and of a color <br />contrasting with the background color of the surface on which they are attached. The <br />location, size and color shall allow clear visibility from the public street. <br /> <br />37. Applicant shall obtain coverage under the General Construction Activity Storm Water <br />Permit (General Construction Permit) issued by the State Water Resources Control <br />Board (SWRCB), file a notice of intent (NOI) with the SWRCB and prepare a <br />stormwater pollution prevention plan (SWPPP) for review and approval by the City’s <br />Engineering Division. <br /> <br />38. Applicant shall comply with the requirements of Provision C.3 of the National <br />Pollutant Discharge Elimination System (NPDES) permit issued to the San Mateo <br />Countywide Clean Water Program. The applicant shall submit with the revised <br />Vesting Tentative Map a completed Construction-Permit-Phase Stormwater <br />Supplemental Form to the City Engineer. The project drawings shall contain a <br />stormwater management plan, for review and approval by the City’s Engineering <br />Division, to manage stormwater run-off and to limit the discharge of pollutants in <br />stormwater after construction of the project to the maximum extent practicable. <br /> <br />a. The post-construction stormwater management plan shall include and identify the <br />following: <br />(i) All proposed impervious surface on the site; and <br />(ii) Anticipated directional flows of on-site stormwater runoff; and
